how do i get a refund for an item the seller refuses to accept when returned?

royal mail send the item back to me........ packaged was not accepted at the return address.... retun status says delivered...... and case closed

ebay usually only require attempted delivery for returns.   If the return status is delivered and case closed the refund should have been issued automatically.    There is a delay though.   If you used your debit card, with or without Paypal, the money will return to your bank account in about 7 days.  Credit card refunds return to card in up to 30 days.
