It looks like their account has been hacked or theyve got a major problem with a supplier, as their feedback and status was previously OK.
Either way provided you paid by paypal you will be covered.
You can open an item not received case 1 day after the estimated delivery on the listing. See the money back guarantee link below (its on every listing too) and when ready click on the resolution centre link at the bottom of the page and follow the instructions carefully. You get an option after 8 whole days to ask ebay to step in.

If you paid paypal as a guest - thats selected paypal but paid with a credit card as you dont have a paypal account - then you have to got to the paypal homepage and find the link for non members. You need to ask PP customer services to open an item not received case on your behalf, using the details you were emailed when you bought the item.
