I tried to buy an item but the seller cancelled under the option that buyer requested it. I then got a message saying the item was to be paid in cash when collected and asked when I was coming for it. There was no other details how to get it not even directions. I sent a message asking about this. No further communication came so I have to assume the sale is off. I have yet to see my money returned to my bank account. How long is that supposed to take? Does this sort of thing happen regularly?
Your seller appears to be trying to evade paying eBay's fees by giving an untruthful reason for cancellation, and then get you to pay in cash on collection. This would also deprive you of any buyer protection for the item you collected, as the listing has been cancelled.
If your seller cancelled the sale through eBay, which they must have done as they gave eBay the reason for cancelling it (albeit untrue), eBay should automatically refund you. It may take a while to reach you, and will be sent to the source of funding (for example, if you paid by PayPal and funded the payment from a credit card, the refund will be made to your credit card account).
You need to check all the eBay and PayPal (if you used PP) transaction records, which should confirm that a refund is in hand.
