Don't let it come to that, if ebay have to refund you get a defect and no refund of selling fee. Always deal with Not Received cases promptly, as Defects are VERY Serious, and could get you suspended.
Ebay expect no more than 2 Defects per 100 sales, so even one would be more than 2%.
Ebay have made this worse by changing the time buyers can escalate case from 8 days to 3 working days,
I haven't seen anything about ebay extending this due to delays.
So you may end up refunding, if item turns up you can ask buyer to repay, but ebay won't get involved.
