I have opened a returns request
eBay have granted I can do this , but the seller refuses to send me a returns label and it is overseas , I cannot click on any link like contact seller as my page shuts down
how do I contact eBay to step in again

They don't have to send you a return label. EBay doesn't provide labels for overseas returns.
The buyer is responsible for the postage for a return request, so you can just post it through the post office. If it's in China and the address is in Chinese characters you can take a screen shot to copy and paste this.
What is the Item Location under Postage on the Listing? A lot of Chinese Sellers have UK Warehouses. If that is the case you only have to Return the Item there.
If it is an Overseas Purchase there is nothing Ebay can do. Part of the Risk of Buying from outside the UK. You are charged VAT at 20% too.
Not sure if eBay does grant overseas paid labels charged to the seller, I've heard of different results here, but worth a shot.
