<p>Can you refuse a return on the basis that buyer says not as described when it clearly was</p>

If the buyer has opened a not as described dispute then you have to deal with it

If you dont and the buyer escalates the dispute then ebay will step in and once they do that then you will get a defect on your account and pay the final value fees

 

You send a pre paid label for the return and once you have your item back then you refund in full

 

You could try and fight it but ebay almost always goes with the buyer
