Return issue - how do I contact a person?

I returned a defective item for a refund. The case says "you'll receive a refund when the item is delivered".

When I click on this it's showing that it HAS been delivered but still no refund. The eBay help is automated and doesn't cover this specific issue so how do I resolve this? Right now the seller has both my money and the item! I really need a person to step in but it's impossible to find out how to do this!

It can take another 24 hours for the Tracking to catch up with Ebay. Should show as Delivered tomorrow. Your Refund does return to source. If you Paid by Debit Card it can take a few days. If you Paid by Credit Card it can take up to 30 days to show on your Monthly Statement. Only a direct balance from your PayPal Account is instant.
