Open an Item Not As Described Case with PayPal. You have 180 days Buyer Protection. Log in and find Resolve a Problem down the left hand side. Add in the Notes that it was a Xmas Present and that you have only just found that it has Parts Missing.
You will have to Return the Item. Apply for their "Returns On Us" before you make the Claim. Add the Tracking Number into the Case once Posted.
Escalate the Case after 2 days but before 20 days.
