On a PC you simply click on the bidding history. I don't know whether this option is available on the app.
I presume you can see a buyer's feedback record on the app? If so, the page with their feedback as a buyer should show how many bid retractions they have made in the last 6 months.
If this is just a one-off, change of mind bid retraction it's better than having a non-paying buyer.
A large number of bid retractions could show that the buyer is doing this to manipulate auction results. It could be the seller who is shill bidding on their own auctions, or a buyer who is manipulating the bidding for their own benefit. Frequent bid retractors should definitely be reported to eBay.
