Restricted selling account

When I try to list an item for sale,

i get a message saying, your account is currently restricted from selling on eBay.

please can anyone explain why this happens and how to fix it please

 Suggest that as your selling account has not been used for more than a year, it has probably has been blocked by eBay for security reasons ... try this > .

 Using a PC/Laptop > Goto > https://www.ebay.co.uk/help/account/changing-account-settings/changing-account-settings?id=4193 < to check and update the account details before submitting the changes ... otherwise contact Customer Services > https://www.ebay.co.uk/help/home

Have you been asked to update your details for the ebay managed payments

If you have and did not do it then you can not sell on ebay

I have already registered my bank account, but still get the same message, account restricted
