Restricted Selling Limits

Hi

Can anyone give me some advice?

My account has been restricted for over 3 months, I have a selling limit of 61k

 

I was led to belive that once my account was in "Top Rated Seller" it would be increased.

 

I was then told that I have to be in Top Rated Seller for one month before any increases can take place

 

I'm confused

 

Can anyone offer advice on this rule please?
