Resolution center page not loading

Trying to get on to Resolution Centre when clicking on "I received an item that does not match the seller's description."  page is not loading and keep getting  "ocs.ebay.co.uk took too long to respond".  I have also tried going in to more action drop down but the "ask ebay to step in" option is not there.  

I have contacted seller 3 times and got not response, sent photos as well.   Help!
