What happens to a bid if sellers reserve is not met do they still sell at bidder price or does it become removed.

No,  if the reserve is not met,  the item is not sold.  The bid is invalid.

However,  for the seller,  they have to pay 4% of the set reserve,  as this is an optional listing upgrade and it's payable sale or no sale.

the seller can offer it to the highest bidder but they don't have to.
