I'm just wondering if there's rules for buying products from one seller and relisting them yourself for 4x the amount. Noticed someone' is just passing off my items for a higher price. Maybe I can't do anything about it, but it will now effect the price I have to list things which overall just screws it up for the people looking to actually purchase items for themselves.

The principle of retail in general is buy low sell high
The only thing the person may be doing wrong is that if the buy to sell then they should register as a Business Seller
As a business, you should know that is how it works, it's what you do.
If it is a private seller doing this, then you could try reporting to ebay, but don't expect them to take immediate action.
If buyers are willing to pay the higher price, then maybe your items are too cheap.
No, there's no rules against it - just as there's no rule against you selling anything you buy for more than you paid for it.
If they're managing to sell the items at 4x the price then you need to rethink your pricing structure - if they're just listing them for 4x the price then they're not sellers, they're listers.
