I have refunded a customer due to non receipt but it has now arrived ! How do I reinvoice them for payment through the new eBay payment system?

You cant not re-invoice through ebay

Once the case is closed then that is the end of it

You can send a Request payment through paypal to the buyers email address or the buyer can send the money through  paypal to your email address as Friends and Family

Or they could pay by bank transfer.

There is no way to force them to refund
