Refunds

I was promised a refund by a seller and he never so started a dispute

Now he says cancel dispute so he can refund ...but heard once you cancel a dispute you cannot claim again if he doesn't pay

Faulty part on the item ..they just kept fobbing me off

If you opened the not as described dispute has the seller sent a label for the return. If not then you go back to the resolution centre at the bottom of the page after a full 3 days and escalate to ebay

You are right that if you close the dispute then you can not open another one

What was the problem

If it was not as described then the seller needed to send a pre paid labelm for the return 

and refund when they get the item back

It does help to know what dispute
