Ask the buyer to open a relevant case on ebay (not received or not as described) and you will be able to refund via that case. If the item has to be returned wait for it to arrive before refunding.
Why does your buyer want a refund?
Ask them to open a dispute first under the ebay money back guarantee,
If they have received the item they must first return it to you, and then you refund.
If they are saying it is not as described you will have to pay the return postage - there will be instructions in the case.
If they haven't received it they still have to open a case, and you refund through the case.
If they won't open a dispute then you don't need to refund.
Refund using a PC/Laptop >> Always ask a buyer to open a suitable eBay case and only issue a refund through the case ... make sure that you have sufficient funds in your PayPal account to fully cover the total refund amount ... there is No affect on your account if you follow the case instructions carefully ...
