Items Sold on Ebay should be exclusive to Ebay. Not listed anywhere else. Ebay sanction Sellers who make a Seller Initiated Cancellation. You will be charged the Ebay Final Value Fees and will have given yourself a Damaging Defect.

You are on Managed Payments so no money goes to paypal now.

Instead of cancelling I think you should use  refund  (In Actions) and then cancel. The Refund is not made from Paypal as it did not go there in the first place, it comes from Managed Payments if there is any money available or from your Bank account.

I do not understand why ebay is asking for your bank details, as to be on Managed Payments they already have the details.

Your money is probably still on HOLD for 21 days as you are a new seller, but that should not prevent a Refund being made.

Have you completed the transfer to managed payments, as if not you are going to get big problems.
