EBay are dealing with a refund from a seller. He has agreed to give full refund. However this will be the 4th day and not had the refund back. Is this normal. Will eBay keep me updated or monitor the progress?

4th day from what?.  The day the seller recieved the item back

I believe they have 6 days to refund
