I paid for an item through PayPal. The delivery date has been changed a number of times, after ten weeks of waiting for a one week delivery I asked for my money back. The seller wants my bank details? This feels suspicious. Can my money be returned via PayPal?

You have already thrown away your right to a refund through eBay by not acting within the 30 day time limit of late delivery.

You do NOT have to provide your seller with your bank details.
