Just to let you know that if you have a non deliverd item or no response from a vendor when you try to open your claim as recommend at 7 days (it is the 8th day when you can register it with e bay) untill then it guides you to open a case with PAY PAL and then it removes all responsobility from e bay to help sort things out as they should. Yet if you do open a case via e bay you are then unable to leave feed back. so the rouge traders are alowed to continue to steel your funds and advertise on e bay. E Bay Money Back Gaurantee also go's if a case is opened with Pay Pal.
If you are having trouble with the seller leave negative feed back befor opening the case with ebay whils you are able to do so.

Very bad advice [see above] and in fact the neg you left can be removed if the seller asks because it violates feedback rules.
ebays MBG is quite clear, you can open a case through them one day after the estimated delivery date,
if you want to open a case earlier you can go through your payment provider
you can only have a case with either ebay or your payment provider, you can't have both, so if you open a case through your provider after opening an ebay case, the ebay case is automatically closed.
if you choose to go through your payment provider you need to continue with that case to get your money returned,
you can leave feedback whichever method you use to open a case, you just need to use the Leave Feedback link on your feedback profile page
