Problem viewing promotional offer terms

Hi,

I keep getting charged for listings when I have an active promotional offer:

'Pay only when you sell this month

No insertion fees on up to 100 listings per day. For auction or fixed price listings'

When I click on the 'Learn More' link I get :

Any ideas?
