I purchased a private number plate last week received the number plates and the certificate of Entitlement only, upon trying to assign it to my car I was informed by DVLA I also need the retention certificate to do this. I contacted the seller who responded to inform me he's sure he sent it off with the plates but he'll get a replacement one sent out to him which he will then send off to me. I was happy to wait and then a few days later he responded again to tell me DVLA won't give him any information regarding the plate or a replacement certificate as apparently the plate has just been assigned to a car and he's no longer the grantee. Messages went back and fourth and he claimed he sent me the relevant documents and I'm lying just trying to get a free plate out of him. I requested to return the plates and the certificate as he sent it and be refunded to which he refused claiming it's no good to him now. Not sure where to go from here however I do have proof of me attempting to assign the plate to my car to which it states it's not possible and I have the transaction ID for that and also the documents I have are in his name. What's my next step as I don't want to lose out on both the money and the plate?
Dont mess around with that seller just open a not received dispute
I hope you did not send a return request as will not be able to open a not as described dispute
Open a not as described dispute at the bottom of the page under Resolution Centre.
Escalate it after a full 3 days of opening the dispute.
The seller needs to send a pre paid label for the return.
If they dont then ebay should when you escalate the dispute.
Make sure it goes back tracked and that the tracking is in the dispute.
You have 30 days from the day of delivery to open a dispute in ebay
If you fail on ebay and paid by paypal then open a not as described and escalate as soon as you can but within 20 days.
Failing that if you paid by card try your bank for a chargeback
