I am offering to post things out or will accept local collection. Will paypal automatically take the postage out if a person wants to collect locally?

No, ebay dont take the postage off.
If you are allowing collection on an item then it should be cash on collection
Once the buyer has been and Paid then you go to Send payment details to the right of the item and take off the postage.
View the invoice to make sure that it is correct then Send
As soon as you have sent it go to More Actions to the right of the item and mark it Paid and Dispatched.
