Please can someone tell me how to chat to an advisor on live chat or what the correct tel no?

Please can someone let me know the correct telephone number for actual conversation with a human rather than the same recorded message on two numbers I found and unobtainable contact for customer support and also how to get to chat to a human on live chat? I have an issue with non receipt of item and unresponsive seller and done what I am to follow instructions for resolution and now I need to chat to someone. Never come across such a very awkward and difficult contact system and I am newish to ebay. Thank you if someone can help in advance with what I have asked for.

If you don't receive an iem you follow the instructions in Resolution Centre to open a case and if no response from seller you return to the case and escalate to eBay for a decision.

This can only be done 4 days after opening the case. You have up to 21 days after you start your request to ask eBay to step in.
