Permanent suspension

Hi, has anyone heard of a permanent suspension? My brother has just arrived in UK and opened his eBay and PayPal accounts. He advertised a sewing machine for sale. eBay asked him for his PayPal details , which he provided. He then got this message

We have reviewed the activity we have seen connected to your account. As a result, your account has been suspended because we believe this activity presents a risk to our eBay community. We do not make this decision lightly. Building a trusted marketplace where people around the world can buy and sell safely is our first priority.

This suspension is permanent and means that you will not be able to participate in any buying or selling activities on eBay. In addition, any other accounts that you own, or that are associated with this account, will also be suspended.

We regret the frustration or inconvenience this may cause you. However, there is no appeal for this decision.  
Here are the listings we removed:
402513970356 - Toyota sewing machine, 9160 model, multiple stitch patterns and accessories.

He can't log on to contact there, to find out what he has actually done wrong? Thanks!

As it is not possible to see the item, it has been completely removed by ebay, and from the item see your brothers ID, and any feedback etc. it is difficult to even guess.

it is strange that ebay asked for paypal details as to list, an essential part of the listing is the email address to which payments get sent, so they already had this information.

"the activity we have seen connected to your account". From what you say I assume there would have been no activity to review.

The only thing I can think of is "association". Your Brother may have been associated with someone who has already been suspended, or has an address at which someone has been suspended.

You say only just arrived, do you mean returned, as events in the past, a previous Ebay/Paypal account/Email address whether in the UK or overseas can catch up and Ebay has a long memory.

No appeal makes it final I am afraid, I have never heard of any Suspended member getting allowed back.

If your brother did not get upto speed on all the ebay policies prior to opening his accounts then its likely he would of come up against a suspension.

Do not let him use your account or computer for ebay or your account coan be suspended to by association

adding to the advice already given -

If your brother had/has any connection to you be it computer, address, IPA etc you will most likely be suspended.
