If she has been permanently suspended that means just that! Possibly because of something that she has done or possibly that someone in the household has done.
We have never heard that eBay will reinstate the account nor will they discuss it.
To try you can go to "help and contact" at very top of most pages and search "supsension" or similar.
There is the option for live chat or for a telephone call back.
