If you have purchased a vehicle then you must not pay through paypal, there is no buyer protection whatsoever and you should only pay cash once you've done the checks and actually inspected the vehicle.
If you've responded to one of those ads that say you pay to ebay and vehicle is delivered then it's a scam and you should not pay any money.
If you got an email saying you owe for a vehicle and you haven't bought one at all then it's just a phishing email - do not click any links.
