I have sold an item and it says that payment is waiting but when I go into the details it says payment has been made. I can't send the goods as eBay hasn't given me any details where to dispatch to. Should I ask the buyer for the address and send or wait. Will be contacting eBay today

Ebay tell you they have paid and where to send too.

Go to Seller Hub then Orders >>Sales then the item and Order details

You dont ask the buyer for the address as it must go to the one on ebay
