I'm waiting for a partial refund on an item. The seller is new to eBay so policy states "monies on hold for 21 day for new sellers" - my problem is it's now well beyond the 21 days (is that 21 working days maybe) but the seller still says the monies haven't arrived. There's no way of checking his story, under the payments through PayPal system you knew the money had arrived, but with eBay taking control, there's no information on the monies status
Makes no difference that the money is on hold.
You just follow the dispute and escalate to ebay
