Payment withheld

How do I confirm receipt of an item? My seller wants me to do this as she says the money I paid on PayPal is being withheld until the buyer confirms receipt. I paid immediately with PayPal as I always do, so have no idea what I'm meant to do in order to send this confirmation. Any ideas?
