Payment pending

I have bought an item which hasn't arrived. I contacted the seller who says no payment received. The status of this item in my ebay is pending. The money has gone from my bank account and shows as having passed through Pay Pal and has completed so the money is with Ebay. The seller says I have to contact Ebay about this but I am pretty sure the seller needs to resolve this as I have paid. I have gone round in circles with the ebay site as my issue appears to be 'off piste' and does not fit with any of the suggested fields I am presented with. I attempted to cancel the order but the system says no. Its only £12 but I have paid and am getting nowhere and frustrated. Any suggestions.

Pending tells me nothing but it does imply that seller has not received payment.

You cannot cancel an order, at best you can only ask seller to cancel, but that would still leave your money in limbo, seller cannot refund something he has not received.

I think the problem is that seller should receive CLEARED FUNDS via Managed Payments. You say money has gone from bank but as far as paypal are concerned it is uncleared so they have not yet paid over to ebay managed payments. 

I suggest you contact paypal to see if this is the case.
