Payment Cannot be Processed

I am having difficulty entering payment information to purchase a product. When I choose the Pay with Credit or Debit card option, I receive the following error message: 

Unfortunately, we can't process this payment. Here are your options:

• Double-check your card details and billing address.
• Call your card provider. There might be a hold on your account.
• Select a different payment option.

I am unable to use the Pay with PayPal option because my account has limited access due to a long time of inactivity. I am unable to appeal or resolve this issue on the PayPal website.

As my PayPal account is not linked with eBay for purchases, I assume this is not affecting the manually entered card details?
