I don't seem to be able to pay with paypal any more.
I go through the security checks OK, but ebay does not
accept the payment. Is ebay still a going concern?

Strange question when you are on their website and can obviously see that there a millions of items listed.
Paypal is still an accepted method of Payment, if you are having problems I suggest you ask paypal about it.
