It's potentially worrying, as eBay invoices can be faked and PayPal doesn't do escrow. A favourite trick by scammers is to pretend that a buyer's money will be held safe in some way until they have received and approved the item.
If you wish us to try to help further, you need to let us know what sort of item you bought and how you made this payment. If you didn't make it through eBay's checkout, eBay's own money back guarantee will not apply. If you sent it direct to a seller's Paypal account, it should be covered by PayPal's buyer protection policy, assuming that the item qualified for protection and you didn't make it as a "family and friends" payment? If so, this is for gift payments and not covered by PayPal buyer protection.
