As a buyer, you can pay by PayPal. As a seller, what you can't do is be paid by PayPal.
If you wish to sell here, you will have to register a bank account for payments.

IF you do not go onto managed payments when requested you will no longer be allowed to sell on the site.
Buyers can still pay for items through Paypal.
