Pay after delivery with PayPal

Is this option still available? I made a purchase via the eBay app & the check out looks different. The pay after delivery option wasn't there.

It is a paypal option.

If seller is part of Managed payments, then you pay into ebay paypal account not the seller, so probably not offered.
