Parcel returned by Post Office "Undelivered due to insufficient address"

Have had a parcel returned by the Post Office - unable to deliver due to insufficient address.

Contacted Buyer  & asked for further details.  No Reply

If Buyer comes back to me with further information - will I have to pay for it to be posted again?  Or do you ask your Buyer (& if so how do you charge for this extra postage)?

Would really appreciate anyones advice,

You ask the buyer to pay and they can do so by sending you payment by PayPal.
