Buyer has sent me photos of item damaged in transit. Last time this happened (2019) I contacted Hermes who directed me to a PackLink claim form on Ebay. This time contacting Hemes via "Holly" chatbot ends up advising me (the sender/seller) to contact the seller who will take it up on my behalf !?!
I have pictures from the buyer and I have refunded the sale.
Can anyone tell me where to start the claim for damage in transit against Hermes or PackLink?

As you booked delivery via Packlink it is them you must claim from start this here hopefully your item is not on their no compensation list.
