Open a case/ask eBay t step in link not working

I've returned adamaged item and have only receievd a partil refund from the seller as he claims I damaged it.

 

I'm trying to open a case to ask eBay to step in and help but the link doesn't seem to be working. Is there any other way to contact eBay about this problem?

You open the Case FIRST, not after returning.

 

If done properly then the seller would not have been able to do a artial refund.

 

You cannot ask ebay to step in UNTIL you have opened a case and seller has not responded, so open  a case now and enter tracking number, you may have to ask ebay to do this, as again, done properly the tracking is added when label is canned at the Post Office.

 

It does help if buyers would read the Money Back Guarantee FIRST, ebay puts it on every listing but every day someone does a return their way and expects to get a full refund.
