Offer accepted by Seller changed when paying.

I've had an offer accepted by a seller. However, when I've gone to pay the fee is more than agreed on both Item and postage.

I've contacted the seller but no reply.

If the Seller is based or registered anywhere outside the UK ?, any additional shipping cost and a 20% VAT Import fee is applied ( offers accepted are for Item only and do not include post/shipping costs ) >
