How do you actually complain about an issue directly to eBay?
ive paid for an item. Told 2 days after it should be delivered that it's cancelled and then no refund with the seller saying it's up to eBay.
Find the item in your purchase history and to the right select I havent received it from the drop down to open a case for Item Not Received,without tracking showing delivery seller will have to issue full refund and will also get a defect mark against their account.
You can also leave feedback stating something like Seller refused to complete transaction
