Not honouring a return and refund request after agreeing to do so

I have an appeal against a decision by eBay not to give me a refund. Even after the seller agreed to a refund.

The seller told me I have to pay for return postage. Then eBay sent me a message saying that They were getting a return label ready. 
The purchase cost me £22.00. I paid £9.99 for return by Royal Mail. 
Before I got the eBay message about a return label.

So I lost £9.99 postage and then eBay has decided I won't get a refund. So I have lost £31.99 for absolutely Nothing.

The seller is listed as 

I believe this is Fraud and eBay is facilitating this activity.

The products are counterfeit and plastic, not safe and possibly dangerous.

I believe this should be reported to Trading standards.

Cheap Chinese goods, passed of as UK. From a warehouse in Leicester.

Any advice or comments on how to proceed, would be welcome🙂

You lost the Case because you didn't use the Ebay Returns Label back to Leicester where you bought from. You sent the Item off back to China when you didn't need to. Ebay only Refund you when the Tracking Number they provide on their Label confirms as Delivered to the Address on the Label. You sent it off using your own Postage without giving EBay your Tracking Number.

Trading Standards only cover UK Products. Read the Ebay Money Back Guarantee so you understand how the process works next time. You also pay VAT on Chinese Goods because the Seller is Registered in China.

Thanks for your feedback but on this occasion you are incorrect. I have the postal receipt for the return address supplied by the seller. Which is in Leicester. eBay we’re going to provide a return of postage label but didn’t do so. The seller told me I had to pay return postage. So either the seller lied to me, or eBay made a mistake in letting me communicate with the seller. Just an update for you Ruby. I won my appeal against the refusal to issue a refund. Because the seller promised a refund, then didn’t pay the refund. Even though eBay messaged me to say that the package had arrived at the return address in Leicester. So basically this seller has a problem with his or her moral compass. But thank you for taking the time to inform me of my possible mistakes🙂 You see I may be new to eBay community. But I have 100% positive feedback as a buyer. I know when something is wrong, and this issue had wrong written all over it. But all’s well that ends well🙂 Now I am disputing the return postage charges.
