Not hearing back

A seller said he give me a refund and I haven't heard back form him I closed the case but still noting he send me the wrong item and send he will send a replacement but I haven't received my package abs he's avoiding my emails

Never close a case early on any promise the seller may give,  once closed it cannot be reopened,  and now nothing to enforce the seller to refund you through eBay,  another case cannot be opened with eBay,  for that item.

You can try and open a case with Paypal,  enter the tracking number of the returned item,  and escalare after 2 days and before 20 to start a refund case.
