What makes you think that this item is not eligible for eBay's money back guarantee?

It is. It even says so in the top tight had corner. The seller is even a UK seller, so the problem of returning it abroad doesn't arise.

Whether it's also eligible for PayPal buyer protection depends upon whether you pay by PayPal.
