No reserve car auction

Hi. Looking at a car on auction but the seller says if the car,altough listed with no reserve,will not be released unless the price goes over what he wants for it.Can I insist that the car is sold to me for the auction price?

You cannot insist on anything in this life let alone eBay!  The seller is being silly and should have started an auction at the lowest price he would accept. 

If you win and he will not allow you to buy just leave negative feedback "Would not honour sale" and move on.  Do not accept a cancellation and he gets hit with eBay fees

There is no way to force the sale

I thought as much.What is then the point of having rules if they are not heeded? He also states that He' reserves the right to remove at any time ' Also not conform with ebay rules?
