New sellers can’t access payment

Hi all, As it seems impossible to actually speak to ebay via a helpline... I'm reaching out for advise.

I've recently purchased an iPhone through eBay, the seller appears to be a new seller, and seems that he cannot see or access funds until I have marked the item as "received" clearly I am not happy marking something as recieved when I have no tracking information. 

any idea if there are any other ways to ensure he can get his payment?

New sellers have security holds on funds, which can be more quickly released by tracking.
