I get the following message and i can not list my items...

I do not have or want to use Paypal. Also I was told i would only get a message request to sign up to have managed payments between now and the end of this year by an ebay advisor. My bank account and card is registerd ok (i made one purchase ok) MY seller account details have been varified.
