New Sign-in activity...message

Quite often after signing in I get an email saying " New Sign-in Activity on your eBay Account... Weve noticed youve signed in from a new device "

This is not the case. same me, same pc. Could it be that it relies on the cookies I often delete as part of my browser security ?
