Go to your eBay summary page and click on the 'account' tab, then click on 'personal'. Use the edit functions to review your personal details and see if the address has been changed. If it has then your account is compromised and you should do all of the following:-

Alert Paypal and your bank and card company etc.
Once eBay have secured your account, go to your eBay summary page, click on the 'account' tab and then on 'personal'. Work your way through the menu and check that all your details are correct. Then run a full system scan to clear out malware etc.
Then reset each and every one of your passwords making them all different and very difficult to guess.
Easy ways that people can get access to your accounts:-
using an insecure internet connection especially when out and about
using the same or similar easy-to-guess passwords for multiple accounts
failing to log out securely from accounts, especially your email.
clicking on what turn out to be dodgy links on sites, texts and emails.
If the details have not changed and you have also checked that the Paypal account details are ok, use Paypal's resolution centre to open a case for item not received, stating that the tracking information given by the seller shows delivery to someone else's property. Escalate it to Paypal well within their 20-day deadline.
